Source: TheTip, 2002-10-01 Candidate: Donald Rumsfeld As previously reported in The TIP, the US provided Iraq technology for its biological and chemical weapons while Iraq was at war with Iran in the 1980s. Senator Robert Byrd, D-W. Va questioned Defense Secretary Donals Rumsfeld about his knowledge of the germ transfers that took place under his nose while he was President Ronald Reagan's Middle East Envoy n 1983. Rumsfeld denied any knowleldge of the affair. "I have never heard anything like what you've read," Rumsfeld told Byrd. "I have no knowledge of it whatsoever, and i doubt it. Rumsfeld assured Byrd he would check Defense Department and other governmental records for evidence of the transfers. Jonathan Tucker, a former U.N. biological weapons inspector said he believed the S had to be "naive" not to think Iraq would use the specimens as weapons. "I don't think it would be accurate to say the United States government deliberately provided seed stocks to the Iraqis' biological weapons programs" he said. ''But they did deliver samples that Iraq said had a legitimate public health purpose, which I think was naive to believe, even at the time.'' The Centers for Diseas Control and Prevention did send samples directly to Iraqi sites known by U.N. weapons inspectors as biological weapon sites. The transfers were made in the 1980s while the US supported Iraq in it's war against Iran and the Ayatollah Khomeni. The Senate first heard of the transfers in a 1994 CDC report to the Senate Banking Committee. This is not the first time that US foreign policy has come back to bite future administrations. But this may be the first time the sequence of events leading to a possible war with a former ally has been made a part of the Senate record. "The disclosures put the United States in the uncomfortable position of possibly having provided the key ingredients of the weapons America is considering waging war to destroy, said Byrd as he entered the documents into the Congressional Record this month. ''Are we, in fact, now facing the possibility of reaping what we have sown?'' Byrd asked Rumsfeld after reading parts of a Newsweek article on the transfers. Government invoices read like a shopping lists for biological weapons programs. One 1986 shipment from the American Type Culture Collection based in Virginia included three strains of anthrax, six strains of the bacteria that make botulinum toxin and three strains of the bacteria that cause gas gangrene. Iraq later admitted to the United Nations that it had made weapons out of all three. The company sent the bacteria to the University of Baghdad which U.N. inspectors found had been used as a front to acquire samples for Iraq's biological weapons program. The CDC also sent shipments of germs to the Iraqi Atomic Energy Commission and other agencies involved in Iraq's weapons of mass destruction programs. It sent samples in 1986 of botulinum toxin and botulinum toxoid - used to make vaccines against botulinum toxin - directly to the Iraqi chemical and biological weapons complex at al-Muthanna, the records show. The records show the CDC also sent samples of a strain of West Nile virus to an Iraqi microbiologist at a university in the southern city of Basra in 1985.
