The General Accounting Office, in charge of overseeing expenditures by the Executive Branch for the Legislative Branch formally requested information about Mr. Cheney's actions leading up to the formulation of the failed national energy policy which would have included a briefing to the FERC.

Since he refused to hand the documents over, the GAO is suing Mr. Cheney to force him to tell the taxpayers how their money is being spent. But Cheney can't claim national security on this one.

Cheney refused to release the documents for no apparent reason other than not wanting them seen by the GAO OR the general public.

This leads to the obvious questions - who did he meet with?

Eyewitnesses report him having met with the leadership of Dynegy, Reliant, Duke and Enron, among others. These large energy redistributors were among the companies to profit most from the 2002 California Energy Scandal in which El Paso Corp. was the first to be convicted by a FERC Judge of having illegally manipulated the price of natural gas.

There's no need for further questioning as to why Cheney won't release the documents, it's because he's hiding something.

But the game played by this administration is simple - hold on to your secrets until you've had enough time to figure out the best lie.
